Events

A convention of the Pay and Accounts officers was held at Delhi in the year 1980 and  All India Association of Pay and Accounts Officers (Civil) was formed. Though only few outstation representatives took part in this convention and mainly the largest participants were from Delhi. An Ad-hoc Committee was formed to run the affairs of the association.  Shri R. K. Joshi was elected as the Convenor of this ad hoc Committee and continued till his retirement. After the retirement of Shri R.K. Joshi in 1986, Shri M. S. Gupta started functioning as Secretary General since 1987. Meanwhile the Association got the recognition from the CGA, but no conference was held after 1980 and no formal elections of office bearers were conducted during that period and officer bearers worked on nomination basis.

In the year 1990 the Pay and Accounts Officers in Mumbai decided to form an association and started functioning in the name of Pay and Accounts Officers’ Association.  Com. M. K. Anandan was the President, Com. K. Girijavallabhan, the Secretary and Com. A. Govind Rao, the Treasurer and decided to hold an All India Conference of Pay and Accounts Officers in Mumbai. In the process, they came to know that an association of the Pay and Accounts Officers already existed in Delhi which was long back recognised by the CGA.

Later, it was decided to amalgamate the Pay and Accounts Officers Association, Mumbai with the All India Association of Pay and Accounts Officers (Civil) and to conduct the all India Conference.

The 2nd All India Conference of the Association was conducted in Mumbai from 5th to 7th November 1992. It was inaugurated by Shri Ravi Kathpalia, the then Pr. CCA, CBDT and who was CGA designate.

Com. M. K. Anandan (Mumbai), President, Com. M. S. Gupta (Delhi), Secretary General, Com. K. Girijavallabhan (Mumbai), Addl. Secretary General, Com. R. M. Mitra (Calcutta) Addl. Secretary General, Com. D. P. Arora (New Delhi), Joint Secretary General, Com. M. L. Sen (Shillong) Jt. Sectretary General etc. were among the office bearers elected in this conference. Shri.M. S. Gupta resigned from the post of Secretary General in 1994 due to his induction to ICAS and Shri. D. P. Arora was appointed as Secretary General in his place till next conference.

The 3rd Conference of the Association was held in Delhi from 20-11-95 to 21-11-1995.  Com. Chiranjilal Shastri was elected as new Secretary General in this Conference. He continued to held this post till he retired on superannuation and vacated in 2004.

4th Conference was held in 1998 in Kolkatta and Com.M. K. Anandan, Com. Chiranjilal Shastri and Com. K. Girija Vallabhan were elected to the post of President, Secretary General and Addl. General Secretary respectively

5th Conference was held in 2000 at Chennai.  Com.M. K. Anandan, Com. Chiranjilal Shastri and Com.K.Girijavallabhan were re-elected to their respective posts in these conferences. Com. P. K. Rooprai (Delhi) Vice President, Com. K. J. Ramamurthy (Chennai) Vice President, Com. A. K. Sanyal (Kolkatta), Addl Secretary General, Com C. M. Varghese (Mumbai), Jt. Secretary General, Com. R. B. Dixit (Delhi) Jt. Secretary General, Com. M. R. Ayyappan (Kochi) Asstt. Secretary General, Com. R. N. Gupta (Delhi) Asstt. Secretary General, Com. R. K. Jain (Delhi) Finance Secretary were among other office bearers elected in this conference. 

6th Conference was held in Mumbai from 23rd to 25th September 2002. Com. M. K. Anandan quit the association in this conference due to his superannuation. Com.K. Girijavallabhan was elected as President and . Com. Chiranjilal Shastri re-elected as Secretary General.

7th Conference was held in Delhi 23 to 25-9-2004. Com.R.N.Gupta was elected as Secretary General in this conference and Com.K.Girijavallabhan was re elected as President.

8th conference was held in Kolkattafrom13-2-2007 to 15-2-2007.Shri R.N. Gupta was re-elected as Secretary General in this conference and Com. K. Girijavallabhan was re-elected as President.

9th Conference was held in Chennai on 30th April and 1st May 2009.Com.K.Girijavallabhan was re-elected as President.  Com. R.N.Gupta relinquished the post of Secretary General as he superannuated. Com.Sanjay Choudhary was elected as Secretary General.

10thwas held in Delhi from 19-10-2011 to 20-10-2011. Com. Sunil Kumar was elected as President and Com.  D. P. Sharma was elected as Secretary General in Delhi Conference.

11hwas held in Mumbai on 20th and 21st February 2014.Com.S.S.Chauhan was elected as President, Com.Dinesh Shetty as Vice President, Com.S.S.Raghavan as vice President, Com.A.B.SunilKumar  as Secretary General.

12thConference was held in Kolkata from 18th to 19th Feb 2016. Com.S.S.Chauhan was elected as President and Com. A. B. Sunil Kumar as Secretary General. This conference unanimously decided to organise a membership drive to make entire AOs/SrAOs as our members. This has achieved to some extent except some branches where branch executive are not functioning effectively.

13th All India Conference was held at Chennai from 1th & 16th. It was a silver jubilee conference and the Tamil Nadu & Pondicherry Branch conducted the conference in a befitting manner. All the old leaders / members were invited to the conference and felicitated. It became a model conference to be emulated by all other branches which were going to held the All India Conferences in future. 

14th Conference was held in 2020 at Delhi.

15th Conference was held on 14-15 Oct 2022 at Hyderabad.
